Front Porch Initiative Unlocks Small Lots for Resilient Housing in Houston
The Front Porch Initiative is the outreach arm of Rural Studio’s ongoing research to better understand the barriers to equitable housing access and affordability.
Building on applied learning from Rural Studio, the Front Porch Initiative aims to develop a scalable and sustainable process for delivering homes in under-resourced communities. Their approach includes creating products that tie home performance to affordability, developing partnerships that extend the impact of Rural Studio relative to housing affordability and identifying pathways that facilitate equitable access to design and homeownership.
The Front Porch Initiative’s research responds directly to the ongoing national housing shortage by testing regulatory and market barriers that limit the production of affordable housing. Through partnerships with developers, builders, municipalities and housing organizations, the team gains firsthand insight into the challenges faced by cities and the development community in increasing housing supply. Each collaboration serves as an opportunity to test strategies that reduce or remove these barriers, helping to facilitate and incentivize more equitable, scalable housing development.
In one of these partnerships, the Front Porch Initiative is working with Houston Land Bank in Houston, Texas, to deliver affordable, high-performance homes on small, “non-conforming” residential lots that are often overlooked on the private market. This work is recognized as Houston Land Bank’s Finding Home initiative, an effort focused on revitalizing vacant sites in seven neighborhoods across Houston. These small parcels (less than 5,000 square feet) are prevalent across many of Houston’s older historically vulnerable and disinvested neighborhoods. Developers have been reluctant to purchase them due to the time, cost and uncertainty involved in designing and permitting homes for atypical parcels. In response, the Initiative pairs land bank properties with a “Plan Book” of pre-designed, pre-permitted housing plans, creating “ready-to-build” packages that reduce risk and development cost and accelerate timelines. The Finding Home Initiative helps reframe these sites as viable opportunities for equitable infill in order to increase the housing supply for an underserved market.
This Finding Home Initiative Plan Book aims to provide a range of prototype high-performance home designs from Rural Studio and three local Houston architecture firms that can be utilized in small lots throughout the city. Each design has been informed by feedback from local community members and neighborhood residents and is optimized for affordability, accessibility and constructibility while maintaining flexibility for varied site conditions. Importantly, these plans are made available to developers at no cost, removing a significant upfront barrier and encouraging broader participation in the program. This approach helps increase and diversify the housing supply while reducing development costs, resulting in homes that are more affordable. This effort was made possible with the help of Fannie Mae, which facilitated the collaboration between the Front Porch Initiative and Houston Land Bank.
Beyond affordability for both developers and homebuyers, the Front Porch Initiative seeks to balance home performance, comfort and long-term affordability. All homes in the Plan Book are designed to meet FORTIFIED Gold for Hurricane, mitigating the risk and damage posed by severe weather, and ENERGY STAR certification, which increases energy efficiency and occupant comfort. Together, these beyond code certifications contribute to the affordability of housing by reducing operations, insurance premiums, maintenance needs, and repair costs to homeowners over time.
Collectively, the Houston partnership illustrates how working with public and municipal entities and financial partners can align resources and mutual goals to unlock underutilized land and deliver affordable, resilient housing at scale. By integrating design innovation, performance standards, regulatory development processes and community engagement into a single framework, the Finding Home Initiative offers a replicable model for cities nationwide seeking to address housing shortages while advancing equity and resilience. The Front Porch Initiative of Rural Studio is comprised of four College of Architecture, Design and Construction (CADC) faculty members: Mackenzie Stagg, Associate Research Professor; Rusty Smith, Associate Director at Rural Studio and Professor; Betsy Garcia, Assistant Research Professor; and Christian Ayala, Assistant Research Professor. There are two Research Architects on the team: Laurel Holloway and Tim Tamulonis. The team is housed in the School of Architecture, Planning and Landscape Architecture in the CADC.
